Animal Friendly license plates are available (or legislation has been signed into law) in these states (additional research in the works)

Alabama Department of Revenue
Alabama has a law which allows the creation and sales of speciality plates to generate funds as long as the minimum number of plate sales is reached within one year. Only 200 of the 1000 required "commitments to purchase" were obtained. A new group may apply at any time.

Arizona Department of Transport
HB2323signed into law on 6/3/04 requires the Department of Transportation (ADOT) to issue spaying and neutering of animals special license plates provided that a non-profit entity that has a mission to provide for the welfare and protection of animals pays $32,000 to ADOT for the production costs associated with the plate. In addition, HB 2323 creates the Welfare and Protection of Animals Committee as well as the Spaying and Neutering of Animals Fund.

Colorado State Pet Overpopulation Program
Although Colorado's governor vetoed the Animal Friendly License Plate legislation, He did implement a 2002 income tax check off program, with funds directed to the State Pet Overpopulation Fund.

Connecticut Department of Motor Vehicles
Animal Population Control License Plates "are randomly assigned number-letter plates available in the passenger, combination, commercial, camper, camp trailer and handicapped registration types. These plates are obtained when registering a new vehicle or transferring from a current registration." Plate requests can be made using an online form at the above URL or by calling 800-842-8222. Standard plates cost $50.

Delaware State
Purchase the Animal Welfare License Plate, and your dollars will immediately be used to help organizations or veterinary clinics that spay or neuter dogs and cats and to provide assistance to non-profit organizations that shelter homeless dogs and cats. There is a one-time purchase price of $50 for this special plate. Organizations will benefit by receiving $35 of the purchase price, while the remaining $15 covers the cost to manufacture and issue the special plate.

Florida Department of Motor Vehicles
Senate Bill 2020 created a variety of specialty plates for Florida including the Animal Friend Plate. Funds raise go to Florida Animal Friend, Inc. The fee is: $37.00 ($25 annual tax deductible contribution, $2 annual state fee, and a one-time new plate cost of $10). Replacement plate fees vary. Contact your local tax collector's office for details.

Georgia Department of Motor Vehicle Safety
Money generated from the voluntary purchase of the Cat & Dog license plate will be used strictly for statewide sterilization programs. Licensed, accredited veterinarians would perform sterilization procedures and receive reimbursement through a contractual agreement with the Georgia Department of Agriculture. As with other specialty license plates, the county tag office will collect funds in addition to the usual tag fee for each license plate purchased. The additional fee for the "Animal Friend" plate is $25. Available January 2003.

Hawaii (*NOT State Wide)
Although a state-wide program does NOT exist, Hawaii does currently offer a pet friendly license plate, with the proceeds going to a single sponsoring organization.

Illinois Motorist Services
The License Plates were signed into law on January 11, 2002 and are now available! HB 61 created a pet friendly plate, with the funds generated from the sale of the plate going to Illinois 501c3s for the sole purpose of spaying or neutering dogs and cats. The fee is $40 plus a $14 replacement fee if your current plate does not expire within 90 days. The plates says "I'M PET FRIENDLY".

In addition, Illinois added a state tax check off law in August 2005, and Illinois taxpayers may now also donate to the Pet Population Fund on their state tax forms.

Kentucky Division of Motor Vehicle Licensing
Senate Bill 7 created a spay/neuter plate. The License Plate legislation was signed into law on March 15, 2002. The plates will be produced once 900 applications (with a $25 fee) are received.

Louisiana Office of Motor Vehicles (Specialty Plate Program On Hold)
A law was passed in August of 1999 authorizing the Louisiana Office of Motor Vehicles (OMV) to issue an "Animal Friendly" license plate once it received a list of 100 names/applicants interested in this plate. In January 2003, the Pet Overpopulation Advisory Council began to meet to finalize the program. Once a design is submitted and approved, OMV anticipates a period of six to eight weeks before the plates become available to be sold. Part of the proceeds from these plates will go into a Pet Overpopulation Fund to help indigent pet owners sterilize their pets. To sign up for a plate, call 225-925-6364. The charge for the plate is $25.00 plus a handling fee.

Spay Maine
Although Maine does not have an Animal Friendly License Plate program, L.D. 1763 (chapter 682) was signed by the Governor on May 6, 2004 and establishes the Companion Animal Sterilization Program to provide low-cost spay and neuter services to Maine residents, a voluntary income tax checkoff to fund the program, and the Companion Animal Overpopulation Committee to study pet overpopulation.

Maryland Motor Vehicle Administration
The Maryland "Spay and Neuter" license plate costs $50, of which $25 is tax deductible for the buyer. A plate can be obtained by mailing a $25 check to the any Maryland Shelter registered with the Maryland Motor Vehicle Administration. The organization will then return a signed application to you, which you then be present to a local office of the Maryland Motor Vehicle Administration with the remaining $25 of the $50 fee. MVA will send the ordered license plate by mail. The cost is $25 for each following year. PaLC is in the process of confirming the accuracy of our list of registered organizations. In the meantime please contact your local Humane Society or Shelter to check if they are a registered participant in the program, and to confirm details before mailing in your check.

Massachusetts Registry of Motor Vehicles
Plates cost $40. Funds will be dispersed annually by the Massachusetts Animal Coalition through a grant process. These funds will be awarded to non-profit humane organizations and municipal animal control agencies in the Commonwealth, to be used to prevent pet overpopulation by funding programs that provide services such as spaying and neutering to cats and dogs for free or at minimal cost. The proceeds will benefit both community non-profits and town animal control budgets

Mississippi Motor Vehicle Licensing
H.B. 250 Creates an "I Care for Animals" license tag. The tag will cost $30 and $25 will go to a fund designated as the "Animal Care Fund", which shall primarily be used for spaying and neutering programs. The fund will be administered by the Mississippi Board of Animal Health. None of the monies collected may be used for euthanasia. Signed into Law: May 5, 2000.

Missouri Motor Vehicle Licensing
H.B. 1412 (SB 960) creates specialty "I'm Pet Friendly" license plates to fund the Missouri Pet Spay/Neuter Fund. Signed into Law: July 3, 2002.

Montana (*NOT state wide)
Specialty license plates sponsored by qualified organizations or governmental bodies are designed with distinctive backgrounds, colors or phrases that identify the sponsoring organization. Although a state-wide program does NOT exist, Montana does currently offer a pet friendly license plate, with the proceeds going to a single sponsoring organization. Efforts are underway for a statewide program.

Nevada Department of Motor Vehicles
On May 31, 2001 Governor Kenny Guinn signed the license plate bill into law, effective July 1, 2001. Motorists interested in seeing the plates produced fill out a Letter of Intent stating they would purchase a set. A given type of plate will be produced if the Department receives more than 250 requests for it before July 1, 2005 (This has been achieved!) The license plate will be designed for the appreciation of animals. The fee for this plate is $61. ($36 for the license plate fee and $25 to be paid to each county for vehicles registered in that county and designated for their adoption/spay-neuter programs.) The renewal fee is $30 ($10 for the license plate renewal and $20 for the support of the specified counties.)

New Hampshire
The Animal Population Control program provides financial assistance for low-income pet owners and people adopting pets from animal shelters to neuter their cat or dog. It is part of the state's program to reduce pet overpopulation and threats to public health and safety from mid-Atlantic rabies and other sources.

New Jersey Department of Transportation
Monies generated from these special plate sales will help fund the animal population control program by the Department of Health. The program provides low cost spaying and neutering for thousands of pets and encourages the adoption of thousands more each year in New Jersey." Walk into any agency with your current plates and registration, pay a one-time fee of $50 (with a $10 yearly renewal fee) and walk out with your animal welfare plates; or call 1-888-486-3339 (609-292-6500 from out of state) from 8:30 a.m. to 4:30 p.m. Monday through Friday for an application to send in and receive your new plates through the mail. For an initial one-time fee of $100 (with a $10 yearly renewal fee). you can obtain personalized animal welfare plates with a maximum combination of five characters by mail. Remember... $50 from the initial sale of each set of these plates is placed in an animal population control fund.

New Mexico
For a fee of thirty-five dollars ($35.00) in addition to the regular motor vehicle registration fees, an owner of a motor vehicle may apply for the issuance
of a pet care special registration plate. The owner of a motor vehicle shall apply and pay the fee each year that he wishes to retain and renew his pet care special registration plate.

New York Department of Motor Vehicles
This list includes the state's "Love Your Pet" plate, which can be ordered at a DMV office, online, or by calling 1-800-364-PLATES. Standard plates cost $34.50, with a $25 annual fee.

North Carolina Department of Motor Vehicles
Standard plates cost $20 plus the regular license fee. Ten dollars out of each purchase is returned to the state's Department of Health and Human Services to promote spaying and neutering of dogs and cats. Plates can be obtained at DMV offices.

Ohio Bureau of Motor Vehicles
Plates cost $25 plus the regular license fee. The legislation creates the "Pets" license plate, the Pets Program Funding Board, and the Pet Support Fund and to provide that moneys in the fund be used to support programs for the sterilization of dogs and cats, and for educational programs concerning the proper veterinary care of those animals.

Oklahoma Motor Vehicles Division
HB 2557 c
reates the Animal Friendly license plate and the Oklahoma Pet Overpopulation Fund; requires Oklahoma's tax commission to give taxpayers the opportunity to donate income tax refunds to the Oklahoma Pet Overpopulation Fund.

South Carolina Department of Motor Vehicles
A portion of the fees collected for this plate go into a special account for the State Veterinarian to support annual spaying and neutering programs. The fee for this special plate is $70.00 in addition to the regular vehicle registration fee.

Tennessee Department of Motor Vehicles
Funds from the sale of state Animal Friendly License Plates are made available as grants to qualifying nonprofit or governmental agencies offering low cost spay and neuter services for dogs and cats to reduce surplus populations of these animals in Tennessee. Cost $56.50 - Personalized $91.50

Texas Department of Transportation
Two plates issued to passenger cars or light trucks. Fee is $25.00 in addition to regular registration fee. $20.00 goes to the animal friendly account. $5.00 to the credit of the state highway fund. Application and special fee submitted to the Vehicle Title and Registration Division.

Utah Department of Motor Vehicles
This plate generates funds to be used for the benefit of programs to alleviate the number of homeless pets in Utah. The plate is available to any vehicle owner registering a vehicle in Utah interested in displaying this plate and supporting this cause. Vehicle owners pay a one-time fee of at least $25 when this plate is issued. This is a required contribution. This fee is in addition to all other fees due at the time the plate is issued. Renewals are $25.

Virginia Department of Motor Vehicles
Revenue Sharing: As a revenue sharing plate $15.00 of the $25.00 fee is transferred to the locality in which the vehicle is registered. These funds are paid annually and shall be used by the localities to support sterilization programs for dogs and cats. (License Plate Order Form is available online.) Washington State Department of Motor Vehicles
The bill was signed into law on April 18, 2005. The plates are expected to go on sale in January 2006.
